Does an eligible result guarantee approval or customers?: No. Eligibility means the API meets the target's known submission requirements. Each directory controls review, ranking, and indexing.
Why is 402.ad excluded?: Its automated publication route has a downstream fee. Broadcast does not present a paid third-party listing as a free target.
